West Lafayette Village Council met in regular session
at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson
presiding.
Pledge of Allegiance
Roll
Call: Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie
Maurer and Gary Loos were present.
A motion
was made and seconded to approve the minutes of the January 22, 2007 council
meeting. (RC 6 yes)
Mayor’s
Correspondence – Legislative bulletin summarizing issue of local government
funding. John Mahoning is asking local governments to complete a survey to
research if government funding is being spent appropriately. Village
Administrator suggest that everyone write a letter asking what would happen
to this money if local governments do not receive it. The council agrees.
Citizens’
comments – Diane Merrill is asking for councils’ opinion on a fundraiser
project for the Ridgewood Wrestlers. Rent-A- Wrestler for a certain dollar
amount to do odd jobs such as: clean up, helping residents with yard work,
painting, lifting or organizing. Diane is suggesting coordinating this
fundraiser with a village clean up day. The village would have to set a
certain price for larger and for smaller trash items. VA and council are
definitely interested in supporting this local fundraiser and always
interested in improving the appearance of the village but more information
is needed. Diane will gather additional information and get with Tom.

2007-03 AN ORDINANCE APPROVING, ADOPTING AND
ENACTING THE 2007 EDITION OF THE MODEL OHIO MUNICIPAL CODE – GENERAL
OFFENSES CODE, AS REVISED THROUGH OCTOBER 16, 2006, PUBLISHED BY AMERICAN
LEGAL PUBLISHING FOR THE VILLAGE OF WEST LAFAYETTE, OHIO; REPEALING
ORDINANCES AND RESOLUTIONS IN CONFLICT THEREWITH; PUBLISHING THE ENACTMENT
OF NEW MATTER; AND DECLARING AN EMERGENCY. Motion was made by council
member Rogers and seconded by council member Lusk to suspend the rules (RC 6
yes).
Council member Rogers made a motion to adopt Ordinance
2007-03 and seconded by council member Lusk (RC 6 yes).
2007-04 AN ORDINANCE APPROVING, ADOPTING AND
ENACTING THE 2007 EDITION OF THE MODEL OHIO MUNICIPAL CODE – TRAFFIC CODE,
AS REVISED THROUGH OCTOBER 16, 2006, PUBLISHED BY AMERICAN LEGAL PUBLISHING
FOR THE VILLAGE OF WEST LAFAYETTE, OHIO; REPEALING ORDINANCES AND
RESOLUTIONS IN CONFLICT THEREWITH; PUBLISHING THE ENACTMENT OF NEW MATTER;
AND DECLARING AN EMERGENCY. Motion was made by council member Rogers and
seconded by council member Lusk to suspend the rules (RC 6 yes).

seconded by council member Loos to suspend the rules (RC 6 yes).
Council member Lusk made a motion to adopt Ordinance
2007-05 and seconded by council member Warne (RC 6 yes).
Reports:
Village Administrator: GGC sent
paperwork for water work engineering. This year the contract is $350. Motion
was made by council member Rogers and seconded by council member Lusk to
retain Jim Smith from GGC for 2007 (RC 6 yes).
Police: Chief Mardis presented
council with January monthly report. Taser training for the village officers
will be held in Coshocton this Wednesday. Chief also reported there would be
an Officer Phil program held at West Lafayette Elementary, Plainfield
Elementary and Fresno Elementary Schools on February 26th.
Council and Mayor congratulated Captain Eckleberry and Chief Mardis for a
job well done pertaining to the Ridgewood High School fire.

newsletter ready for proof. Let Christy know of any corrections or changes.
Printing is planned for Friday the 16th.

Rep to Chamber of Commerce: March 8th
is the banquet. Community yard sales are scheduled for May 4th &
5th. The Strawberry Festival will be June 9th. Chamber
is getting geared up for the 2007 Homecoming. Will know more details from
the ride company later this week regarding the dates.
Utility: 5% water increase and 2%
sewer increase has been implemented for the first billing cycle in February.
Building: N/A
Clerk’s report: Lisa reported that she is
working on 2006 financial statements. Tax returns are coming in very steady.

Committee Tentatively scheduled for February 21st @ 6:00 pm.
Other Business:
A motion was made by council member Lusk at 8:12 p.m.
to enter executive session to discuss village personnel and seconded by
council member Loos (RC 6 yes).
Motion was made by council member Loos at 9:00 p.m. to
return to regular session and seconded by council member Gossett (RC 6 yes).
No action was taken in executive session.
A motion
was made by council member Lusk and seconded by council member Gossett to
approve the payment of bills as presented.

by council member Gossett to adjourn until the next regular meeting on
February 26, 2007 at 7:00 P.M. (RC 6 yes)
