Minutes of West Lafayette Village Council Regular Meeting on July 23, 2007

 

West Lafayette Village Council met in regular session at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson presiding.

 

Pledge of Allegiance

 

Roll Call:          Dave Rogers, Roger Warne, Ron Lusk, Christie Maurer and Gary Loos were present.

 

A motion was made by council member Warne and seconded by council member Loos to excuse council member Kelly Gossett from the meeting. (RC 5 yes)

 

A motion was made by council member Lusk and seconded by council member Loos to approve the minutes of the July 9, 2007 council meeting. (RC 5 yes)

 

Mayor’s Correspondence – E-mail from Downes, Hurst & Fishel concerning public records seminars offered within Ohio. Mayor suggested that all council members should attend one seminar if possible. Mayor read a thank you card from Kehn Family expressing their appreciation for the Police Department protecting and providing a safe neighborhood.

 

Citizens’ comments – Resident from North side of town has concerns regarding if the village plans to pave the alley behind his house. Mayor said right now only alleys with business entrances would be first priority. Also, resident on George Street has concerns with neighbors working on racecars. The neighbors are being very noisy and disruptive to the neighborhood. 

 

Introduction to ordinances and resolutions:

2007-16 A RESOLUTION TO AMEND THE 2007 PERMANENT APPROPRIATIONS ORDINANCE 2006-21, ADDING FUNDS. Council member Rogers made a motion to suspend the rules. Motion seconded by council member Lusk. (RC 5 yes) Council member Lusk made a motion to adopt Resolution 2007-16. Motion seconded by council member Loos. (RC 5 yes)

 

Reports:

Village Administrator: Mayor said he is addressing the potholes throughout the village more blacktop and patching will done shortly. EPA has concerns with the old treatment plant. EPA wants it tore down, including dismantling a 27foot deep manhole lined with concrete. Also, EPA recommends that the chart recorder to be put back in service. Rich will look into addressing these issues. Mayor announced that the bids were opened today at 11 am as advertised. The ½ ton pick up truck received two sealed bids. The high bid came in at $502. After much discussion, council agrees to hold on to the pick up truck. Council member Rogers made a motion to deny all bids received on the ½ ton pick up truck. The dump truck also brought only two bids. The high bid coming in at $4,200 from Walhonding Hills Campground, Inc. Council agreed to accept the highest bid. Council member Rogers made a motion to accept the $4,200.00 bid from Terry Lowe, President of Walhonding Hills Campground. Motion seconded by council member Lusk. (RC 5 yes)

            Ordinance: Committee met on July 11th. Working on 4 ordinances. Updating wage and benefits ordinance. Developing an ordinance to restrict hiring of family members and an ordinance concerning gambling machines. Also, working with Chief Mardis regarding barking dogs.

            Planning Commission: N/A

            Pool: Pool is doing well. The new monitor is working excellent.

            Rep to Chamber of Commerce: Homecoming was a huge success.

            Utility: N/A

            Building: N/A

            Clerk’s report: Tom Maedke contacted Lisa. He is no longer with Oklok-Criss. He is with a new insurance company, McBane Insurance & Financial Services. Lisa will meet with Tom on Thursday the 26th at 10:30 a.m. to sign agreement to allow Tom to take the Village’s policy to the new company. No coverage or premium rates will change. The community bulletin computer is now up and running and working well. 2008 budget has been submitted to the Coshocton County Auditor.

 

Other Business: Interviews will begin August 6th and 7th at 6 pm.

A motion was made by council member Lusk and seconded by council member Rogers to approve the payment of bills as presented.

(RC 5 yes)

 

A motion was made and seconded to adjourn until the next regular meeting on August 13, 2007 at 7:00 P.M. (RC 5 yes)
