Minutes of West Lafayette Village Council Regular Meeting on August 13, 2007

 

West Lafayette Village Council met in regular session at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson presiding.

 

Pledge of Allegiance

 

Roll Call:          Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie Maurer and Gary Loos were present.

 

A motion was made and seconded to approve the minutes of the July 23, 2007 council meeting. (RC 6 yes)

 

Mayor’s Correspondence –Auditor of State is offering a 1-day training seminar in Cambridge on October 17th for Fiscal Officers. Cost for this training is $65.00. Zach Space will be speaking at the Muskingum County Fair on at 2 pm Tuesday August 14, 2007 to discuss the Farm Bill update.  Bill Owens presented a letter advising Mayor and Council that he will begin to collect his PERS beginning October 1, 2007. He prepared an ordinance to change his status from an employee to a contract.  After September 30th the village will no longer pay PERS for Bill Owens.

Citizens’ comments – Debra Prim from Ohio EPA Southeast District office discussed the Drinking Water Source Protection Plan. This is available to the village at no cost. First of all, Council must designate a chairman for the committee to be the spokesman. After this plan is endorsed by the state, the village will be eligible for several different grants. This plan can be endorsed in about 6 months after council’s approval.

Introduction to ordinances and resolutions:

2007-17 A RESOLUTION TO AMEND THE 2007 PERMANENT APPROPRIATIONS ORDINANCE 2006-21, ADDING FUNDS to repair equipment at the sewer plant. A motion was made by council member Rogers to suspend the rules. Motion seconded by council member Lusk. (RC 6yes) A motion was made by council member Lusk to adopt resolution 2007-17. Motion seconded by council member Rogers. (RC 6 yes)

 

Reports:

Village Administrator: Fred Waltel, County Engineer,  is requesting to help better insure issue II grant approval. Letter must include description of project, sponsor and estimated project cost. 

            Police: Monthly report. Follow up with citizens concerns from last council meeting. Thank you letter from Harold Grace Family.

            Annexation: N/A

            Community Service: N/A

            Finance: Met with County Auditor earlier today for 2008 budget hearing. Revenues expected to be same as last year. However, gas tax revenue is expected to increase slightly. Also, expense for the District Health Assessment will increase in 2008. 

            Fire: N/A

            Fire Dependency Board: N/A

            Grant Applications: Met with grant committee and discussed the progress with the ball diamonds. All looks good with the OEPA. Now waiting on the Recreation Board to see what grants are available.

            Insurance: N/A

            Ordinance: Working on updating wage & benefits ordinance. Developing ordinance for gaming skills and an ordinance prohibiting hiring family members.

            Planning Commission: N/A

            Pool: Pool party Wednesday August 15th 7pm – 9pm. Pool will close for the season on Friday August 17th.

            Rep to Chamber of Commerce: Halloween in the Village will be October 27th.

            Utility: N/A

            Building: N/A

Other Business:

Tom Meadke, this Village’s insurance agent, has relocated from Oklok-Criss Agency McBane Insurance Services. Mayor Jack, Council Member Lusk and Lisa attended a meeting with Tom Maedke and Kathy Maguschak from McBane Insurance & Financial Services. Tom is asking for council’s approval to move the Village’s insurance policies to the new agency. There are no changes at all with the insurance company or coverage. Council Member Rogers made a motion to authorize Tom to move the Village’s policies to McBane Insurance & Financial Services from Oklok-Criss Insurance. Motion seconded by Council Member Loos. (RC 6 yes)

Nikki Sullivan, Dollar General Manger, invited Mayor and Council Member Lusk to ribbon cutting ceremony on August 18th at 9 am.

 

A motion was made by council member Lusk and seconded by council member Gossett to approve the payment of bills as presented.

A motion was made by council member Gossett and seconded by council member Lusk to adjourn until the next regular meeting on August 27, 2007 at 7:00 P.M. (RC 6 yes)
