Minutes of West Lafayette Village Council Regular Meeting on September 24, 2007

 

West Lafayette Village Council met in regular session at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson presiding.

 

Pledge of Allegiance

 

Roll Call:          Dave Rogers, Kelly Gossett, Ron Lusk, Christie Maurer and Gary Loos were present.

 

A motion was made and seconded to excuse council member Roger Warne from the meeting. (RC 5 yes)

 

A motion was made and seconded to approve the minutes of the September 10, 2007 council meeting. (RC 5 yes)

 

Mayor’s Correspondence –

Letter from Bill Owens stating that he needs to change his retirement date to October 5, 2007.  Mayor announces that the hiring committee has selected a village administrator. Mayor Patterson appointed Grant Daugherty with Council’s approval. Council member Rogers made a motion to accept Mayor Patterson’s recommendation to hire Grant Daugherty as the Village Administrator effective October 1, 2007. Council member Loos seconded this motion. (RC 5 yes)

Introduction to ordinances and resolutions:

 

2007-21           A RESOLUTION TO TRANSFER MONIES WITHIN THE WATER FUND. Council member Rogers made a motion to suspend the rules. Motion seconded by council member Lusk. (RC 5 yes). Council member Lusk made a motion to adopt Resolution 2007-21. Motion seconded by council member Gossett. (RC 5 yes)    

2007-22           AN ORDINANCE TO AMEND ORDINANCE TO HIRE A SOLICITOR FOR THE YEAR 2007 AND DECLARING AN EMERGENCY.  Council member Rogers made a motion to suspend the rules. Motion seconded by council member Gossett. (RC 5 yes). Council member Lusk made a motion to adopt Resolution 2007-22. Motion seconded by council member Rogers. (RC 5 yes)           

 

2007-23           A RESOLUTION TO AMEND THE 2007 PERMANENT APPROPRIATIONS ORDINANCE 2006-21, ADDING FUNDS

                        Council member Rogers made a motion to suspend the rules. Motion seconded by council member Loss. (RC 5 yes). Council member Rogers made a motion to adopt Resolution 2007-23. Motion seconded by council member Lusk. (RC 5 yes)    

 

 

Reports:

 

Village Administrator: A lot of the holes with in the village have been fixed. Street department is still currently working on other areas that need attention.

            Police: N/A

            Annexation: N/A

            Community Service: Mayor is to ask the ladies on the street department to take down the flower baskets on Main Street and store away for the winter. Young lady in town is asking permission to paint on orange R in the intersection by the school.

            Finance: N/A

            Fire: Fireman’s Festival was Sunday September 23rd. Very successful. 

            Fire Dependency Board: N/A

            Grant Applications: The entire estimates for the ball diamonds at the water treatment plant are complete. Bill Albert estimate is $42,000. The estimate for the fencing is $24,485.03. Total of $66,485.03.The Recreation Board has the 25% needed to fund the balance of this project. The Village of West Lafayette will have no cost in this project at all. Council member Rogers made a motion to approve the Recreation Board to submit grant application for the construction of the ball diamonds. Motion seconded by council member Lusk. (RC5 yes)

            Insurance: N/A

            Ordinance: Committee is working on a few projects. Need to meet with Bill Owens and Chief Mardis.

            Planning Commission: N/A

            Pool: N/A

            Rep to Chamber of Commerce: Meeting September 25, 2007 at the eat stand 6:00pm. Halloween party will be October 27, 2007.

            Utility: The drop box has been moved to a new location outside of the office. Hopefully, this will resolve the problem with the handicap parking. Also, a sidewalk crossing has been painted in this area.

            Building: N/A

            Clerk’s report: Lisa reported that she would be paying the health insurance premium electronically. This will save the village a $25.00 administrative fee monthly. Shannon and Lisa have been working steadily on the records retention policy and schedule.

 

Committee Meetings:

 

Pool  Committee October 2nd @ 6:00 pm at the Swimming Pool.

 

A motion was made by council member Lusk and seconded by council member Gossett to approve the payment of bills as presented.

(RC 5 yes)

 

 

A motion was made by council member Lusk and seconded by council member Maurer to adjourn until the next regular meeting on October 8, 2007 at 7:00 P.M. (RC 5 yes)
