West Lafayette Village Council met in regular session
at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson
presiding.
Pledge of Allegiance
Roll
Call: Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, and
Christie Maurer were present.
A motion
was made and seconded to excuse council member Loos from the meeting. (RC 5
yes)
A motion
was made and seconded to approve the minutes of the September 24, 2007
council meeting. (RC 4 yes)
Mayor’s
Correspondence – Census correspondence concerning free training available in
New Philadelphia on October 31, 2007. Mayor recommends that Shannon be the
head of this project since she has prior experience. Mayor recommends that
Fiscal Officer, Lisa and Village Administrator, Grant also attend free
training with Shannon. Council member Lusk made a motion for interested
parties to attend this training in New Phila on October 31st.
Council member Maurer seconded this motion. (RC 5 yes)
Citizens’
comments –
T.J. Justice, Coshocton County Port Authority, presented to council that
210 acres will be available shortly in Lafayette Township, directly outside
of the village limits. This property is available by The Schurtz family. A
resolution will be considered next meeting to recognize the village’s
support for the industrial park.

A RESOLUTION AUTHORIZING THE VILLAGE OF WEST LAFAYETTE TO ESTABLISH A
SOURCE WATER PROTECTION PLAN.
Motion was made by council member Rogers to suspend the
rules. (RC 5 yes) Motion seconded by council member Lusk. (RC 5 yes) Motion
was made by council member Lusk to adopt Resolution 2007-24. (RC 5 yes)

2007-25
RESOLUTION ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE
BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING
THEM TO THE COUNTY AUDITOR
Motion was made by council member Rogers to suspend the

Reports:
Village Administrator: Leaf
collection has began this week. The clutch on the dump truck has been
repaired. The circuit board for the traffic light has been sent out for
repairs. Expected return time is approximately 4-6 weeks. Tom Greer
recommends the village to purchase an additional circuit board to keep on
hand in case this happens again. This will prevent a long lapse of time with
out a properly functional traffic light. The circuit board will
approximately cost $200-$300. Liquid Engineering was here to check the
reservoirs. Unfortunately, they were unable to access the reservoirs with
the vehicles that they had. The company wanted an additional $425 per hour
to break down their equipment to transport to the reservoirs. This was going
to cost the village an additional $2000-2500. Since then, Grant has spoken
with neighbors who own property with access to the reservoirs. They agreed
to allow Liquid Engineer to pass through their property if it is dry. Liquid
Engineering will plan to come back in 2008.

Community Service: Baskets will be ready
later this week. Christy plans to get a few small pumpkins from local farmer
to decorate the baskets.
Finance: Committee met today and reviewed a
few items. All village finances are in good standing.
Fire: 12 runs for the month of September.
Fire Dependency Board: N/A
Grant Applications: Committee looking at a
possible grant for sewer extension.
Insurance: N/A
Ordinance: N/A
Planning Commission: N/A
Pool: Committee met last week. Currently
getting estimates for grant applications for improvements for next season.
Rep to Chamber of Commerce: Village
Halloween Party will be held October 27, 2007 at 4:00pm. Some of the
activities include costume parade and pumpkin carving contest. Pizza and pop
will be provided. Also, Bernie White will provide music.

Clerk’s report: Mike LaVigne has agreed to
come into the administrative offices and the police department to evaluate
our current computer systems. More security and consistency is needed within
the offices.
