West Lafayette Village Council met in regular session
at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson
presiding.
Pledge of Allegiance
Roll
Call: Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie
Maurer and Gary Loos were present.
A motion was made and seconded to approve the
minutes of the October 08, 2007 council meeting. (RC 6 yes)
Mayor’s
Correspondence –N/A
Citizens’
comments –A representative from Dollar General store
expressed interest in doing a toy drive for the children in the village. The
store is currently accepting donations of toys and all of the toys will be
distributed to children of low-income families within the village. The West
Lafayette Fire Department has agreed to volunteer and distribute the toys to
the local children. Also, the Boy Scout Troop #409 attended the council
meeting to learn about parliamentary procedures and how government business
is carried out in the Village of West Lafayette. Steven Bordenkirker
expressed several concerns regarding the potential industrial park. First of
all, he mentioned the environmental impact on the village. Also, the traffic
pattern was addressed and the annexation process. Mayor Patterson assured
council that some of these issues have already been addressed with the
Village Administrator and T.J. Justice.
Introduction to ordinances and resolutions:
2007-26 A RESOLUTION AUTHORIZING THE
VILLAGE OF WEST LAFAYETTE TO MAKE APPLICATION FOR OPWC – ROUND 22 FUNDING
FOR THE CAPITAL IMPROVEMENT KNOWN AS LOCAL RESURFACING PROGRAM – 2008 AND
COUNTY OPWC RESURFACING PROGRAM – 2008.
Council member Rogers made a motion to suspend the rules. Motion seconded by
council member Lusk. (RC 6 yes). Council member Lusk made a motion to adopt
Resolution 2007-26. Motion seconded by council member Loos. (RC 6 yes)
2007-27
A RESOLUTION WAIVING RESIDENCE REQUIRMENT OF VILLAGE ADMINISTRATOR.
Council member
Rogers made a motion to suspend the rules. Motion seconded by council member
Loos. (RC 6 yes). Council member Rogers made a motion to adopt Resolution
2007-27. Motion seconded by council member Lusk. (RC 6 yes)
2007-28
AN ORDINANCE TO CO-OPERATE WITH CREATION OF AN INDUSTRIAL PARK.
Council member Warne
made a motion to suspend the rules. Motion seconded by council member Lusk.
(RC 6 yes). Council member Lusk made a motion to adopt Resolution 2007-28.
Motion seconded by council member Gossett. (RC 6 yes)
Reports:
Village Administrator:
Village Administrator Grant Daugherty reported that
he had met with Jim Smith from Brownfield Restoration Group and Chris
Osbourne with the OEPA last week in regards to the Brownfield site. The soil
study that was conducted resulted in good news. There are no concerns since
the soil results are good. They will be deciding if a small cleanup is
necessary. Phase III is planned to begin July 2008. VA met with Fred Wachtel
concerning the 2008 paving projects.
Police: Mayor Patterson advised
council that Chief Mardis’s 1 year anniversary is October 1st.
Mayor recommended to council a $3,000 annual raise. With the raise, his
salary as Chief of Police for the Village of West Lafayette will be $35,500.
Annexation: Chairman Lusk made a
call to the Shurtz Family regarding the land being sold for the potential
industrial park.
Community Service: Schumaker’s
donated several small pumpkins to decorate the village streets.
Finance: Committee met last week and
discussed the wage & benefit ordinance.
Fire: N/A
Fire Dependency Board: N/A
Grant Applications: N/A
Ordinance: Committee met last week
and discussed several different ordinances. Committee will set another
meeting soon. Committee would like Chief Mardis and Solicitor Bill Owens to
attend meeting.
Planning Commission: N/A
Pool: Gathering estimates for pool
improvements for possible grants available.
Rep to Chamber of Commerce: Village
Halloween Party will be held October 27, 2007 at 4:00pm. Some of the
activities include costume parade and pumpkin carving contest. Pizza and pop
will be provided. Also, Bernie White will provide music.
Utility: N/A
Building: N/A
Clerk’s report: Lisa reported that
we received the check for $117,303.14 from the State Of Ohio for the
Brownfield project. Brownfield has been paid. Mark from Scott Marshall’s
Insurance Agency called wanted to know if the village is interested in
receiving a health insurance quote. Lisa, Ron, and Grant met with Debra Prim
from the OEPA last Thursday regarding the drinking water source protection
plan. The next step is to construct a committee and a chairman. The training
that Lisa attended last Wednesday in Cambridge went well and very
educational.
