Minutes of West Lafayette Village Council Regular Meeting on November 12, 2007

 

West Lafayette Village Council met in regular session at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson presiding.

 

Pledge of Allegiance

 

Roll Call:          Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie Maurer and Gary Loos were present.

 

A motion was made and seconded to approve the minutes of the October 22, 2007 council meeting. (RC 6 yes)

 

Mayor’s Correspondence –

Coshocton County Firefighter’s Association Christmas Toy Chest is accepting new unwrapped toys, wrapping paper, tape or monetary donations to help Coshocton County Families in need for Christmas this year. Toy donations can be dropped off at the Coshocton City Fire Department or the Walhonding Valley Fire District. Monetary donations can be mailed to P.O. Box 158, Warsaw, Ohio  43844. Any questions concerning the Toy Chest contact Lisa Wilson or Crystal Carroll.

Letter from T.J. Justice notifying us that he has meet with several people concerning the completion of a 140 mile corridor as a four-lane highway. T.J. is asking Mayor and Council to submit a letter to the Strickland administration  expressing interest for this corridor as being a primary concern for a long term economic benefit.

Introduction to ordinances and resolutions:

Ordinance 2007-29     An Ordinance to amend Ordinance 618.07 barking or howling dogs. First reading given.

 

Ordinance 2007-30     An Ordinance prohibiting animals specified and dangerous animals defined. First reading given.

Reports:

Village Administrator: VA reported he attended training in New Philadelphia for the U.S. Census Bureau on October 31st along with Shannon and Lisa. Shannon will be responsible for this project. Also, VA reported that he attended a HB 9 Public Records class on November 8th. The traffic light in town is fixed. Leaf pickup is ¾ completed.   

            Police: Chief Mardis reports the department will begin citing for loud exhaust. Some officers attended training last week. Also Chief Mardis announced that he has finished his IS-300 class. The evidence room in the department has been moved. Bob Wright has replaced the back windows and installed a new door. Improvements to the evidence room, has allowed the department to be more compliant with standard code.

            Annexation: N/A

            Community Service: The street department took the fall baskets and pumpkins down.

            Finance: Committee met this evening at 6:00 pm. All finances are in good standing. Committee will begin working on the 2008 appropriations soon. The committee recommends to council to give the village employee a $.35 raise effective January 1, 2008. Council member Lusk made a motion to accept the finance’s recommendation to provide the village employees a $.35 raise effective January 1. 2008. Motion seconded by Council member Rogers. ( RC 6 yes)

            Fire: 9 runs for October.

            Fire Dependency Board: N/A

            Grant Applications: N/A

            Insurance: N/A

            Ordinance: Committee met with Chief Mardis and the Village Solicitor Bill Owens to review several ordinances.

            Planning Commission: N/A

            Pool: Chairman Rogers reported that they are still gathering estimates for improvement for the 2008 season to apply for available grants.

            Rep to Chamber of Commerce: Halloween party went well. December 1st is the Christmas Parade in the Village. Line up begins at noon and the parade will begin at 1 pm. Santa will greet children and pass out candy.

            Utility: Possibility of flushing the hydrants soon. Will get with the fire department about flushing hydrants this year rather than the street department.

            Building: N/A

Clerk’s report: Debra Prim from the OEPA contacting Lisa concerning the Drinking Water Protection Plan meeting.

Other Business:

The Solicitor Committee met and recommends to continue with Bill Owens.

The West Lafayette Rehabilitation Center has changed their name to Lafayette Pointe. Representatives from Lafayette Pointe would like to come to the next regular council meeting on November 24th and speak to council about future plans.

A motion was made by Council Member Loos and seconded by Council Member Gossett to change regular council meeting on December 24th to December 17th at 7:00 pm. (RC 6 yes)

 

 

A motion was made by Council Member Lusk and seconded by Council Member Gossett to approve the payment of bills as presented.

(RC 6 yes)

 

A motion was made by Council Member Lusk and seconded by Council Member Loos to adjourn until the next regular meeting on November 26, 2007 at 7:00 P.M. (RC 6 yes)
