Minutes of West Lafayette Village Council Regular Meeting on November 26, 2007

 

West Lafayette Village Council met in regular session at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson presiding.

 

Pledge of Allegiance

 

Roll Call:          Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie Maurer and Gary Loos were present.

 

A motion was made and seconded to approve the minutes of the November 12, 2007 council meeting. (RC 6 yes)

 

Mayor’s Correspondence –

 

Citizens’ comments – Ruth Ann Jones, representative with Provider Services, explained to council and mayor effective November 1, 2007 the West Lafayette Rehabilitation Center is now under new management. Lafayette Pointe is the new name. Renovations and a new addition is well on its way. The new addition should be under roof by the first of January with an expected completion date of June 2008.    

 

Introduction to ordinances and resolutions:

2007-30                     AN ORDINANCE PROHIBITING ANIMALS SPECIFIED AND DANGEROUS ANIMALS DEFINED Council Member Rogers made a motion to suspend the rules. Motion seconded by Council Member Lusk. (RC 6 yes) Council Member Rogers made a motion to adopt Ordinance 2007-30. Motion seconded by Council Member Lusk. (RC 6 yes)

 

2007-31                     AN ORDINANCE TO AMEND THE ESTABLISHED 2007 BENEFIT, PAY SCHEDULE/SCALE FOR THE VILLAGE OF WEST LAFAYETTE AND REPEALING ORDINANCES AND RESOLUTIONS IN CONFLICT THEREWITH. Council Member Warne made a motion to suspend the rules. Motion seconded by Council Member Loos. (RC 6 yes) Council Member Warne made a motion to adopt Ordinance 2007-31. Motion seconded by Council Member Lusk. (RC 6 yes)

 

2007-32                     AN ORDINANCE TO HIRE A SOLICITOR FOR THE YEAR 2008 AND DECLARING AN EMERGENCY. Council Member Rogers made a motion to suspend the rules. Motion seconded by Council Member Loos. (RC 6 yes) Council Member Warne made a motion to adopt Ordinance 2007-32. Motion seconded by Council Member Rogers. (RC 6 yes)

 

 

 

2007-33           A RESOLUTION TO TRANSFER MONIES

                        WITHIN THE (601) WATER FUND AND (602) SEWER FUND. Council Member Rogers made a motion to suspend the rules. Motion seconded by Council Member Loos. (RC 6 yes) Council Member Rogers made a motion to adopt Resolution 2007-33. Motion seconded by Council Member Lusk. (RC 6 yes)

 

 

Committee reports:

                   Village Administrator: Leaf pick up will continue until next Friday, December 7th. The VA met with Coshocton County Port Authority Director, T.J. Justice. T.J. Justice is working with soil and water specialists to analyze the soil at the industrial park site. Low to Moderate Income (LMI) survey planned to be done in the village. This survey is to be done door to door. Results from this survey may permit the village to apply for different grants. 

                   Police: N/A

                   Annexation: N/A

                   Community Service: Begin working on newsletter for 2008.

                   Finance:

                   Fire: The West Lafayette Fire Fighters Association we be hosting their annual Christmas dinner on Wednesday December 12th at 6:00 pm, at the Masonic Lodge #602. Mayor and Village Council and Families are invited to attend. Please RSVP to Damon Gould or Chad Hains before December 5th.

                   Fire Dependency Board: N/A

                   Grant Applications: Lisa has contacted Mike from GGC Engineers concerning the Nature Works Grant application for the ball diamonds. Lisa is waiting on reply from GGC.

                   Insurance: N/A

                   Ordinance: Committee is still working on several new ordinances.

                   Planning Commission: N/A

                   Pool: N/A

                   Rep to Chamber of Commerce: Christmas in the Village is Saturday December 1st. Parade starting at 1:00 pm. Craft show at the High School from 9 am – 2 pm.

                   Utility: N/A

                   Building: N/A

                   Clerk’s report: Lisa will attend a public records training in New Philadelphia on December 18th. Class is free. Provided by the Attorney General. Lisa will represent Council Member Rogers, Maurer, Gossett, Warne and Loos. Council members will receive the credited hours required by the State Auditor’s Office with Lisa’s representation. All information that Lisa receives will be forwarded to the council members for review.

Finance Committee                            December 10th               6:00 pm and 8:30 pm

 

A motion was made by Council Member Lusk and seconded by Council Member Gossett to approve the payment of bills as presented.

(RC 6 yes)

 

A motion was made by Council Member Gossett and seconded by Council Member Lusk to adjourn until the next regular meeting on December 10, 2007 at 7:00 P.M. (RC 6 yes)
