West Lafayette Village Council met in regular session
at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson
presiding.

Maurer and Gary Loos were present.
A motion
was made and seconded to approve the minutes of the December 10, 2007
council meeting. (RC 6 yes)

Citizens’
comments –
Bill
Owens, Village Solicitor, administered oath to Village’s re-elected Mayor
Jack Patterson, Councilman Ronald Lusk and Councilman Roger Warne.
Robert
Gordon, with Ohio University’s Voinovich School for Leadership and Public
Affairs, presented to Mayor and Council how the village can begin and
develop an economic development plan to attract businesses.

2007-34
AN ORDINANCE TO ESTABLISH 2008 BENEFIT, PAY
SCHEDULE/SCALE FOR THE VILLAGE OF WEST LAFAYETTE AND REPEALING ORDINANCES
AND RESOLUTIONS IN CONFLICT THEREWITH.
Council member Rogers made a motion to suspend the rules. Motion seconded by
Councilman Loos. (RC 6 yes) Council member Rogers made a motion to adopt
Ordinance 2007-34. Motion seconded by Council member Lusk. (RC 6 yes)
2007-35
2008 PERMANENT ANNUAL APPROPRIATIONS ORDINANCE
AN ORDINANCE TO MAKE PERMANENT APPROPRIATIONS FOR
CURRENT EXPENSES AND EXPENDITURES OF THE VILLAGE OF WEST LAFAYETTE, STATE OF
OHIO, DURING THE FISCAL YEAR ENDING DECEMBER 31, 2008.
Council member Rogers made a motion to
suspend the rules. Motion seconded by Councilman Lusk. (RC 6 yes) Council
member Warne made a motion to adopt Ordinance 2007-35. Motion seconded by
Council member Gossett. (RC 6 yes)
2007-36
RESOLUTION FOR AUTHORIZATION TO APPLY FOR FINANCIAL
ASSISTANCE WITH THE STATE OF OHIO NATURE WORKS PROGRAM.
Council member Rogers made a motion to
suspend the rules. Motion seconded by Council member Lusk. (RC 6 yes)
Council member Rogers made a motion to adopt Ordinance 2007-36. Motion
seconded by Council member Maurer. (RC 6 yes)
Reports:
Village Administrator: VA reports that
the salt spreader that Lafayette Township donated is fixed. The Coshocton
Foundation rejected grant application for the new lights in Burt Park.
Councilman Lusk and Grant attended an Issue II meeting in New Phila last
week.

Finance: N/A
Fire: Joe Richardson passed
away recently. He served as a volunteer fireman for about 15-20 years. Two
of the four fire contracts have been signed and received back.
Fire Dependency Board: N/A
Grant Applications: Fred
Wachtel said it looks as if all streets that we want to get repaired will be
funded.
Insurance: There was a sewer
back up in an area resident’s basement last week. Currently working with the
homeowner on cleaning up and replacing carpet.

Rep to Chamber of Commerce:

Utility: N/A
Building: At 8:23 pm, Council
member Lusk made a motion to move into executive session to discuss possible
purchase of land within Coshocton County. Motion seconded by Council member
Rogers. At 9: 01 Council member Rogers made a motion to continue into
regular session. Motion seconded by Council member Gossett. (RC 6 yes) No
action taken.
A motion
was made by Council member Gossett and seconded by Council member Lusk to
approve the payment of bills as presented.

A motion was made by Council member Rogers and seconded
by Council member Loos to adjourn until the next regular meeting on January
14, 2008 at 7:00 P.M. (RC 6 yes)
