West Lafayette Village Council met in regular session
at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson
presiding.

Call: Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie
Maurer and Gary Loos were present.
A motion
was made and seconded to approve the minutes of the January 14, 2008 council
meeting. (RC 6 yes)
Mayor’s
Correspondence –
Letter
from Coshocton County Regional Planning Commission requesting $126.90 for
2008 membership fees based on Census population. Council Member Lusk made a
motion to authorize Lisa to pay the 2008 membership fees. Motion seconded by
Council Member Rogers. (RC 6 yes)
Correspondence from Downes, Hurst & Fishel
announcing a free seminar demonstrating software designed to aid public
offices in managing, retaining, and destroying records in compliance with
the Ohio Public Records Act. This seminar is held on February 28th
in Dublin, Ohio. After Mayor Patterson’s recommendation, Council Member
Warne made a motion for Lisa, Public Records Manager, to attend this
seminar. Motion seconded by Council Member Maurer. (RC 6 yes)
Citizens’
comments – Marissa A. Mullett, Ohio State University Extension Educator,
introduced herself to Council and Mayor. She briefly described her
responsibilities and duties and welcomed any questions or concerns from
village council.
Several concerned citizens for
the Paradise Trailer Court expressed their concerns about the village
possibly shutting off their water due to a delinquent bill of their
landlord, Tim Davis. All of the tenants stated that they pay their rent
along with their water bill directly to Tim Davis. Therefore, they feel they
shouldn’t be penalized for this delinquent bill. Mr. Davis has previously
made arrangements with Mayor Patterson and agreed to pay $1,000 by February
1st. Mayor Patterson agreed to extend the shut off period if this
money is received. Davis also agreed that the remaining delinquent balance
would be paid within 3 months.
Reports:
Village Administrator: Mike
Lavigne installed the new switch for the Internet in the administration
office. This should eliminate future problems with connecting to the
Internet. Mike will return on February 18th to evaluate the
computers at the water and sewer plant. VA met with Council Member Rogers
regarding concerns with improvements with the swimming pool for the 2008
season. VA reports he will continue to work on delinquent utility accounts.

Fire Dependency Board: Council Member Loos
made a motion to elect Christy Maurer and Roger Warne as members on the Fire
Dependency Board. Motion seconded by Council Member Lusk. (RC 6 yes)
Grant Applications: N/A
Insurance: N/A
Ordinance: Met last Thursday. Discussed
creating ordinance allowing VA to raise utility rates by 5% as he feels
needed.
Planning Commission: N/A
Pool: N/A
Rep to Chamber of Commerce: The Chamber’s
events for 2008 are as following: May 2nd & 3rd Yellow
Flag Day Sales, August 1st & 2nd Hometown Festival, December 6th
Christmas in the Village, Chamber’s annual dinner March 6th. Next
meeting will be February 16th at 6:00 pm at Lafayette Pointe open
to the public.

Clerk’s report: Tax returns are beginning
to come in steadily. Lisa is also working on the 2007 end of year financial
statements that must be submitted to the Auditor of State by March 1st.

was made by Council Member Lusk and seconded by Council Member Rogers to
approve the payment of bills as presented.

on February 11, 2008 at 7:00 P.M. (RC 6 yes)
