Minutes of West Lafayette Village Council Regular Meeting on February 11, 2008

 

West Lafayette Village Council met in regular session at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson presiding.

 

Pledge of Allegiance

 

Roll Call:          Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie Maurer and Gary Loos were present.

 

A motion was made and seconded to approve the minutes of the January 28, 2008 council meeting. (RC 6 yes)

 

Mayor’s Correspondence –

Letter from Columbia Gas informing Mayor and Council of possible rate increase for customers. This is the first rate increase in 14 years. The typical customer will see a monthly increase of $5.64.

Mayor Patterson read letter of resignation from Grant Daugherty, Village Administrator, effective March 1, 2008. Grant has accepted a position as Tax Administrator with the City of Coshocton. Council Member Rogers made a motion to accept Grant’s resignation as Village Administrator effective March 1, 2008. Motion seconded by Council Member Maurer. (RC 5 yes 1 no)

Citizens’ comments – Don Rogan, resident from the Paradise Trailer Park, continued to express his concerns with his land lord regarding the utility bills not being paid and also health concerns within the trailer park. Don had prepared a DVD and presented to Mayor and Council to illustrate his concerns better. 

Sharon Doughty and Ted Wendling from Rinehart Insurance Agency introduced themselves to Village Council and explained how their agency can offer a considerable discount to government entities. They were referred to meet with the insurance committee to further discuss options.

ORDINANCE TO ESTABLISH SANITARY SEWER AND WATER RATES.

First reading given.

 

Reports:

Village Administrator: VA asked for council’s approval to write off Chad McMullen’s delinquent utility account. All attempts have been made to locate Chad regarding this bill and he cannot be located. His total delinquent bill is $294.73.  After much discussion, Council Member Rogers made a motion to write off delinquent utility balance of $294.73 for Chad McMullen. Motion seconded by Council Member Gossett. (RC 6 yes). Grant has been working with Dave Rogers applying for grant money for the pool through Congressman Zach Space’s office. Grant will go to Coshocton County Job & Family Services later this week to review applications collected for the water/sewer attendant job posting. Grant expressed his sincere appreciation to Mayor Patterson, Council Members and all employees within the Village

            Ordinance: Committee is currently working on ordinance for late fee & delinquent fee for utility billing. Committee is also working on a few other ordinances to be passed.

            Rep to Chamber of Commerce: Chamber dinner March 26th at the Masonic Lodge. Dinner catered by Wendy Schumaker served at 7:00pm.

            Clerk’s report: There will be a HB 9 Public Records seminar on March 13th  at 5-8 pm at the Barber Civic Hall in Newcomerstown by the Attorney General’s Office. Shannon has completed the Census project for 2010. Auditor of State is having their 9th Annual Local Government Conference in Columbus March 26-28th Lisa would like to attend this conference on Thursday the 27th and Friday the 28th. Council Member Lusk made a motion for Lisa to attend this two-day training conference in Columbus for $175.00. Council Member Warne seconded this motion. (RC 6 yes)

A motion was made by Council Member Lusk and seconded by Council Member Gossett to approve the payment of bills as presented. (RC 6 yes)

 

A motion was made by Council Member Lusk and seconded by Council Member Gossett to adjourn until the next regular meeting on February 25, 2008 at 7:00 P.M. (RC 6 yes)
