Minutes of West Lafayette Village Council Regular Meeting on February 25, 2008

 

West Lafayette Village Council met in regular session at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson presiding.

 

Pledge of Allegiance

 

Roll Call:          Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie Maurer and Gary Loos were present.

 

A motion was made and seconded to approve the minutes of the February 11, 2008 council meeting. (RC 6 yes)

Introduction to ordinances and resolutions:

2008-01

ORDINANCE TO ESTABLISH SANITARY SEWER AND WATER RATES

Council Member Warne made a motion to suspend the rules. Motion seconded by Council Member Rogers. (RC 6 yes) A motion to adopt Ordinance 2008-01 was made by Council Member Warne and seconded by Council Member Lusk. (RC 6 yes)

2008-03                      

ORDINANCE TO REGULATE ADULT ENTERTAINMENT

Council Member Lusk made a motion to suspend the rules. Motion seconded by Council Member Warne. (RC 6 yes) A motion to adopt Ordinance 2008-03 was made by Council Member Lusk and seconded by Council Member Warne. (RC 6 yes)

 

2008-04

ORDINANCE ESTABLISHING CHAPTER 662, SEXUALLY ORIENTED BUSINESSES, OF THE CODIFIED ORDINANCES OF THE VILLAGE OF WEST LAFAYETTE, OHIO

Council Member Warne made a motion to suspend the rules. Motion seconded by Council Member Lusk. (RC 6 yes) A motion to adopt Ordinance 2008-04 was made by Council Member Lusk and seconded by Council Member Loos. (RC 6 yes)

 

Reports:

Village Administrator: N/A

            Police: N/A

            Annexation: N/A

            Community Service: Still gathering information for the village newsletter.

            Finance: N/A

            Fire: 13 runs for the month of January.

            Fire Dependency Board: N/A

            Grant Applications: N/A

            Insurance: Lisa is gathering information to get a quote from Rinehart Insurance Agency for medical and property.

            Ordinance: Met and discussed ordinances that were passed this evening. Also, working on an ordinance concerning the employee manual. This ordinance is not ready for council’s review yet.

            Planning Commission: N/A

            Pool: Committee met and discussed available funding for the 2008 season. After reviewing available funds, the committee plans to reopen the pool again for the 2008 season. 

            Rep to Chamber of Commerce: Meeting tomorrow night at Lafayette Pointe at 6:00 pm. Annual dinner is March 26th. Yellow

            Utility: N/A

            Building: N/A

            Clerk’s report: With the Records Retention Commission’s approval, the Public Records Policy and request forms have been completed and ready for council’s approval. After much discussion, Council Member Warne made a motion to adopt the Public Records Policy. Motion seconded by Council Member Lusk. (RC 6 yes) 

Shannon and Lisa will attend a free software seminar in Dublin on Thursday February 28th. This seminar is provided by Downes, Hurst & Fishel regarding public records management. Lisa has submitted the 2007 financial statements to the Auditor of State’s Office. Legal notice has been published in the Coshocton Tribune for 3 days notifying the public that the financial statements are completed and available for review in the administration office during regular business hours.

 

Committee Meetings:

Finance Committee            March 10th                         6:15 pm

Fire Committee March 5th                     7:00 pm at the Fire Station

Pool Committee            March 19th                            6:00 pm

Hiring Committee            February 27th                        6:00 pm

 

Other Business:

Council Member Lusk made a motion to pursue any available grants to improve the Village’s aquatic center. (RC 6 yes)

Council Member Rogers made a motion to go into executive session at 8:17 pm to discuss village personnel. Motion seconded by Council Member Loos. (RC 6 yes) Motion was made by Council Member Loos to return to open session at 9:10 pm and seconded by Council Member Lusk. (RC 6 yes)  Mayor recommended that the hiring committee review the applications received from Job & Family Services.

 

A motion was made by Council Member Lusk and seconded by Council Member Gossett to approve the payment of bills as presented. (RC 6 yes)

 

A motion was made by Council Member Loos and seconded by Council Member Lusk to adjourn until the next regular meeting on March 10,  2008 at 7:00 P.M. (RC 6 yes)
