West Lafayette Village Council met in regular session
at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson
presiding.
Pledge of Allegiance
Roll
Call: Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie
Maurer and Gary Loos were present.
A motion
was made and seconded to approve the minutes of the April 14, 2008
council meeting. (RC 6 yes)
Mayor’s
Correspondence –
Informational packet from Severn Trent informing Mayor and Council of
services offered for Water / Waste Water plant management. Some of the
benefits that were mentioned were compliance issues, cost effective to
operate, and dealing with employee issues.
Mayor’s
Association of Ohio will be held June 11-13, 2008 at the Marriott Northwest
Dublin.
Council
Member Gossett made a motion to authorize Mayor Patterson to attend the
Mayor’s Conference on June 11-13, 2008. Motion seconded by Council Member
Rogers. (RC 6 yes)

2008-08
A RESOLUTION AUTHORIZING PARTICIPATION IN ODOT COOPERATIVE PURCHASING
PROGRAM.
Council Member Lusk made a motion to suspend the rules.
Motion seconded by Council Member Rogers. (RC 6 yes) Council Member Rogers
made a motion to adopt Resolution 2008-08. Motion seconded by Council Member
Maurer. (RC 6 yes).
2008-09
RESOLUTION AUTHORIZING THE MAYOR OF THE VILLAGE OF WEST LAFAYETTE,
STATE OF OHIO TO SUBMIT AN APPLICATION AND EXECUTE CONTRACTS ON BEHALF OF
THE VILLAGE OF WEST LAFAYETTE CONCERNING THE COSHOCTON COUNTY’S COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM.
Motion was made by Council Member Rogers to
suspend the rules. Motion seconded by Council Member Loos. (RC 6 yes).
Motion to adopt Resolution 2008-09 was made by Council Member Lusk and
seconded by Council Member Rogers. (RC 6 yes)
Reports:
Village Administrator: After making an
agreement with Lafayette Pointe, the paving on Ripple Lane was completed
last week. Cost for this project was approximately $2,500.00.
Since we have received the bucket truck
back from the repair shop, John inspected the flashing light at Russell and
Kirk. This light has not been working for sometime. John reported that he
was unable to repair the light. He recommends an electrician look at it.
After much discussion and since this particular intersection is a 4-way
stop, council decided that the light really doesn’t need to be repaired now.

Grant Applications: Chairman Lusk
reported the update on the Ball Diamonds Project. CDBG Formula grant
application was submitted to Coshocton County Commissioner’s office last
week. 300 income surveys were collected with the help from Ronnie, Gloria,
Terri, John, Lisa and Shannon.

Pool: 2008 pool rates have been
established. The pool is opening June 9th. Last day of season is
August 17th. As of now, three lifeguards, manager and assistant
manager have been hired for the season.
Single membership $110.00.
Each additional same family membership $55.00.
Pool parties $70 per hour.

was made and seconded to approve the payment of bills as presented.

Council Member Rogers made a motion to move into executive session to
discuss personnel issues relating to possible employment of a public
employee. Motion seconded by Council Member Lusk. (RC 6 yes)

Council Member Warne made a motion to go into regular session. Motion
seconded by Council Member Lusk. (RC 6 yes)
No action
or further discussion was taken in open session.
A motion was made by Council Member Loos and seconded
by Council Member Gossett to adjourn until the next regular meeting on May
12, 2008 at 7:00 P.M. (RC 6 yes)
