West Lafayette Village Council met in regular session
at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson
presiding.

Gary Loos were present.
A motion
was made and seconded to excuse council member Rogers from the meeting. (RC
5 yes)
A motion
was made and seconded to approve the minutes of the September 22,
2008 council meeting. (RC 5 yes)
Mayor’s
Correspondence – Letter received from Jennifer Brunner, Ohio Secretary of
State, informing the Ohio voters that the November general election if fast
approaching. Also, enclosed was information regarding the statewide issues.
The Ohio voters can use this publication to review the full text of the law
before they cast their vote.
Citizens’
comments – Phil Shearrow expressed his concerns regarding the way the
village handles past due accounts. He said that his tenant, Anita Hamilton,
came into the office to pay her past due bill and Lisa was very rude to her
and refused to accept any payment less than the total amount due. Lisa
assured Phil and council that she has never refused any payments from
customers whether payment was partial or in full. The possibility of the
water being shut off if payment wasn’t received in full may have been the
case. Phil admitted that he didn’t get all the details from Anita regarding
this situation and therefore this maybe a misunderstanding on his part! Dave
also agreed and said he will research this account tomorrow morning with the
Billing Clerk, Shannon and get back with Phil.
Introduction to ordinances and resolutions:
2008-34 RESOLUTION TO AMEND THE 2008 PERMANENT APPROPRIATIONS ORDINANCE
2007-35, ADDING FUNDS.
Lusk made a motion to suspend the rules for
Resolution 2008-34. Motion seconded by Loos. (RC 5 yes) Lusk made a motion
to adopt Resolution 2008-34. Motion seconded by Gossett. (RC 5 yes)
Reports:
Village
Administrator: VA reported there would be
some minor repairs done to the red dump truck this week. The street workers
are gearing up for leaf pick up. The village will be flushing hydrants
starting on Tuesday night at 10 pm till 6:00 am. This will continue thru
Wednesday and Thursday night. VA and Lisa will begin to work on the
retention process to eliminate a lot of old files. This process will be a
slow and continual process. Trick or treat will be October 30th
at 5:30 pm to 6:30 pm. VA thanks the City of Coshocton for helping with a
sewer problem the village had last week. The city allowed us to use their
jet truck.

Annexation: Chairman reported that
he has been talking to Wendell Waters regarding possibly annexing the
trailer park into the village limits.

Finance: Committee met this
evening. Committee recommends to council to authorize Lisa to invest $25,000
quarterly in CD’s. Loos made a motion to authorize Lisa to invest $25,000
into CD’s quarterly. Motion seconded by Lusk. (RC 5 yes)

Grant Applications: Issue II meeting
in New Philadelphia on October 22nd & 29th.
Insurance: N/A
Ordinance: Met on September 30th
and discussed the handbook. The committee also discussed the requested
changes from the employee’s regarding the wage & benefit ordinance.

Rep to Chamber of Commerce: Village
Halloween Party will be October 25th at Burt Park from 2 pm thru
4 pm. The Christmas in the Village will be December 6th. Santa
parade beginning at 1 pm. Craft show will be held at the school.

Clerk’s report: Lisa reported that
she attended the AOS continued education seminar in Columbus on October 8th.
She said it was very informative. Representative from ODOT, IRS, PERS, and
FEMA were there.
