Minutes of West Lafayette Village Council Regular Meeting on November 24, 2008

 

West Lafayette Village Council met in regular session at 7:00 P.M., in the municipal building with Mayor Jack L. Patterson presiding.

 

Pledge of Allegiance

 

Roll Call:         Dave Rogers, Roger Warne, Kelly Gossett, Ron Lusk, Christie Maurer and Gary Loos were present.

 

A motion was made and seconded to approve the minutes of the November 10, 2008                   council meeting. (RC 5 yes, 1 abstained)

Citizens’ comments – N/A

 

Introduction to ordinances and resolutions:

2008-38           AN ORDINANCE ESTABLISHING THE WATER AND SEWER RATES, MISCELLANEOUS CHARGES AND FEES FOR 2009 FOR THE VILLAGE OF WEST LAFAYETTE, OHIO, AMENDING ORDINANCES AND RESOLUTION IN CONFLICT HEREWITH AND DECLARING AN EMERGENCY.  Rogers made a motion to suspend the rules. Motion seconded by Lusk. (RC 6yes)  Lusk made a motion to adopt Ordinance 2008-38. Motion seconded by Maurer. (RC 6 yes)

 

2008-39           A RESOLUTION TO AMEND THE 2008 PERMANENT APPROPRIATIONS ORDINANCE 2007-35, ADDING FUNDS.  Rogers made a motion to suspend the rules. Motion seconded by Loos. (RC 6 yes) Lusk made a motion to adopt Resolution 2008-39. Motion seconded by Gossett (RC 6 yes)

2008-40           2009 PERMANENT ANNUAL APPROPRIATIONS ORDINANCE

AN ORDINANCE TO MAKE PERMANENT APPROPRIATIONS FOR CURRENT EXPENSES AND EXPENDITURES OF THE VILLAGE OF WEST LAFAYETTE, STATE OF OHIO, DURING THE FISCAL YEAR ENDING DECEMBER 31, 2009.  Lusk  made a motion to suspend the rules. Motion seconded by Loos. (RC 6 yes)  Rogers made a motion to adopt Ordinance 2008-40. Motion seconded by Lusk. (RC 6 yes)

 

Reports:

Village Administrator: VA reported that the village is claiming approximately $20,000 reimbursement from FEMA for the September 14th windstorm. The village may receive up to 75% reimbursement for cost related to this windstorm. The leaf pick up will stop the first week of December. VA also reported that the recycling trailer should be available within the next couple of weeks.

            Community Service: N/A

            Finance: N/A

            Fire: N/A

            Fire Dependency Board: N/A

            Grant Applications: The village may be receiving Issue II money in 2009.

            Insurance: N/A

            Ordinance: Committee met and discussed the wage and benefit ordinance. Committee expects ordinance to be ready for council’s approval by next meeting. Committee also reviewed the golf cart ordinance. Committee is requesting a few things from Chief Mardis for further review.

            Planning Commission: N/A

            Pool: N/A

            Rep to Chamber of Commerce: Christmas in the Village is Saturday, December 6th. Lions Club Pancake Breakfast 8 am at United Methodist Church. Craft show at Ridgewood High School 9 am to 2 pm. Santa parade starts at 1pm. 

            Utility: N/A

            Building: N/A

            Clerk’s report: Getting ready for tax season.

A motion was made and seconded to approve the payment of bills as presented.

(RC 6 yes)

 

A motion was made and seconded to adjourn until the next regular meeting on December 8, 2008 at 7:00 P.M. (RC 6 yes)
