AN ORDINANCE ESTABLISHING THE WATER AND SEWER RATES, MISCELLANEOUS CHARGES AND FEES FOR 2008 FOR THE VILLAGE OF WEST LAFAYETTE, OHIO, AMENDING ORDINANCES AND RESOLUTION IN CONFLICT HEREWITH AND DECLARING AN EMERGENCY
WHEREAS, a rate increase is required to offset increases in the cost of operations and maintenance of the water and sewer services departments and
WHEREAS, the sewage treatment facility is in need of a capital improvements upgrade to conform with environmental protection standards,
NOW, THEREFORE, BE IT ORDAINED, by the Council of the Village of West Lafayette, State of Ohio, as follows:
SECTION 1: That the monthly rates for water consumption by residents of the Village of West Lafayette, Ohio for all billings on or after March 1, 2008, shall be as follows: First 2000 gallons 8.56 / 1000 gallons Next 3000 gallons 7.01 / 1000 gallons Next 3000 gallons 5.54 / 1000 gallons Next 3000 gallons 4.48 / 1000 gallons Over 11,000 gallons 3.59 / 1000 gallons
SECTION 2: A. That the monthly sewer rates for residents of the Village of West Lafayette, Ohio, who do not have an alternate discharge point as defined by the Ohio Environmental Protection Agency and who’s primary discharge location is the Village of West Lafayette’s Waste Water Treatment Plant, shall be based upon the water consumption, shall be for all payments after September 8, 2008, and shall be: $5.31 per 1000 gallons of water consumption.
B. That the monthly sewer rates for residents of the Village of West Lafayette, Ohio, who have an alternate discharge point as defined by the Ohio Environmental Protection Agency and who’s primary discharge location is not the Village of West Lafayette’s Waste Water Treatment Plant, shall not be charged a monthly sewer rate for all payments after September 8, 2008.
SECTION 3: That the minimum billing shall be defined as 2000 gallons per month for water and/ or sewer.
SECTION 4: That the non-residents of the Village of West Lafayette, Ohio, whom are connected to the village water and/or sewer system shall be billed at one and one-half time the rates as set forth in Section I, Section II, and Section III.
SECTION 5: The Village Administrator shall set forth the amounts for all miscellaneous charges included but not limited to the following:
Late Fee – 10% of the unpaid balance as of midnight on the due date excluding prior late fees Returned check charge – $25.00 Meter replacement due to abuse or neglect - $45.00 plus the full cost of the replacement meter. Meter replacement to change from manual read to touch read - $45.00 Security deposit for new accounts (Property owners) - $50.00 Turn on fee - $10.00 after being shut off for non payment.
SECTION 3: That the Village of West Lafayette, Ohio declares this ordinance to be an emergency necessary for the health, safety, and welfare of the citizens of West Lafayette, Ohio. That this Resolution shall take effect and be in full force immediately upon passage by Council.
